Economic Infrastructure Programme to Sustain Land Reform Implementation (IPLR), funded by German Development Bank KfW. The program focuses on the improvement of living conditions for the poor population in rural areas of Cambodia, with a special focus on the indigenous population, poor and vulnerable households as well as small-scale farmers that received or will be receiving land titles. 

The key tasks of the consultant team include:

. Data collection, preliminary design and costing,

. Actualisation and supplementation of infrastructure measure proposals,

. Screening/checking and prioritisation of candidate measures,

. Detailed design and tender documents,

. Ensure a comprehensive and participatory planning process,

. Specifically establish a functioning complaint management, i.e. establish free, prior and in-formed consent (FPIC),

. Coordination and communication with NGOs that provide specific support like forest protection or water and sanitary capacity building,

. Pre-qualification, tendering, evaluation and award of contracts as well as supervision of works,

. Procurement assistance,

. Site supervision,

. Project management and financial controlling, 

. Impact analysis and some limited capacity building and reporting.
