1. Position:
Resident Engineer

Duties & Responsibilities:
- Conduct weekly field visits to all sites during the civil works to liaise with the site inspectors and the contractors and monitor the progress of work.
- Supervise all civil works at each site and ensure that quality of works are constructed according to contract, technical specificities of works and technical drawings.
- Provide oversight to the Site Inspectors for the application of the testing procedures for all structures as per regulatory and contractual requirements and specifications.
- Prepare a list of defects with an indication of how to correct and the date of expected completion, to be signed by the contractors and verified by the PIU teams.
- Prepare Interim Payment Certificates based on measured quantities of works for endorsement by the PIU.
Qualifications:
- Bachelor’s Degree in Civil Engineering or other relevant fields
- Minimum of eight (8) years of experience in the design and implementation of rural road projects
- Experience working as a Resident Engineer for rural road construction projects
- Proven experience in DBST and Reinforced Concrete road construction projects
- Experience in at least two (2) projects funded by Multilateral Development Banks (MDBs)
Work History:
- Extensive experience in supervision and implementation of rural road infrastructure projects
- Experience coordinating with contractors, site inspectors, and government project teams
- Experience in contract administration, quality control, and construction supervision
Skills & Knowledge:
General & Technical Skills
- Strong knowledge of rural road construction standards and technical specifications
- Ability to supervise civil works and ensure compliance with approved drawings and contract requirements
- Knowledge of testing procedures, quality assurance, and quality control for infrastructure works
- Experience preparing Interim Payment Certificates and construction progress reports
- Strong coordination and communication skills with contractors, PIU teams, and project stakeholders
- Good report writing and documentation skills in English and Khmer

2. Position:
Site Inspectors
Languages:
Khmer, English
Location:
Target Provinces, Cambodia
Duties & Responsibilities:
- Conduct weekly field visits to all sites during the civil works to liaise with the site inspectors and the contractors and monitor the progress of work.
- Work closely with Resident Engineer to ensure that the work meets the required standards and report on the daily activities of civil works at each site to the Resident Engineer.
- Ensure the correct application of the testing procedures for all structures as per regulatory and contractual requirements and specifications.
- Supervise all activities of civil works on sites to ensure the quality of the civil works including the correct use of plant and equipment and adherence to the bill of quantities and specifications for the civil works.
- Manage and maintain accurate field notes such as request for inspection, notice for construction and prepare report progress of work.
- Monitor the Contractor’s implementation of traffic signing, barriers, and other traffic control measures.
Qualifications:
- Bachelor’s Degree in Civil Engineering or other relevant fields
- Minimum of five (5) years of experience in supervision and construction management of rural road rehabilitation and infrastructure projects
- Experience in ensuring construction quality in accordance with design standards, project cost, and schedule
- Experience with at least two (2) projects funded by Multilateral Development Banks (MDBs)
Work History:
- Experience in supervision of rural road construction and rehabilitation works
- Experience coordinating with contractors, Resident Engineers, and government project teams
- Experience in quality control, construction supervision, and site management
Skills & Knowledge:
