Resident Engineer

Duties & Responsibilities:
- Conduct weekly field visits to all sites during the civil works to liaise with the site inspectors and the contractors and monitor the progress of work.
- Supervise all civil works at each site and ensure that quality of works are constructed according to contract, technical specificities of works and technical drawings.
- Provide oversight to the Site Inspectors for the application of the testing procedures for all structures as per regulatory and contractual requirements and specifications.
- Prepare a list of defects with an indication of how to correct and the date of expected completion, to be signed by the contractors and verified by the PIU teams.
- Prepare Interim Payment Certificates based on measured quantities of works for endorsement by the PIU.
Qualifications:
- Bachelor’s Degree in Civil Engineering or other relevant fields
- Minimum of eight (8) years of experience in the design and implementation of rural road projects
- Experience working as a Resident Engineer for rural road construction projects
- Proven experience in DBST and Reinforced Concrete road construction projects
- Experience in at least two (2) projects funded by Multilateral Development Banks (MDBs)
Work History:
- Extensive experience in supervision and implementation of rural road infrastructure projects
- Experience coordinating with contractors, site inspectors, and government project teams
- Experience in contract administration, quality control, and construction supervision
Skills & Knowledge:
General & Technical Skills
- Strong knowledge of rural road construction standards and technical specifications

2. Position:
Site Inspectors
Languages:
Khmer, English
Location:
Target Provinces, Cambodia
Duties & Responsibilities:
- Conduct weekly field visits to all sites during the civil works to liaise with the site inspectors and the contractors and monitor the progress of work.
- Work closely with Resident Engineer to ensure that the work meets the required standards and report on the daily activities of civil works at each site to the Resident Engineer.
- Ensure the correct application of the testing procedures for all structures as per regulatory and contractual requirements and specifications.
- Supervise all activities of civil works on sites to ensure the quality of the civil works including the correct use of plant and equipment and adherence to the bill of quantities and specifications for the civil works.
- Manage and maintain accurate field notes such as request for inspection, notice for construction and prepare report progress of work.
- Monitor the Contractor’s implementation of traffic signing, barriers, and other traffic control measures.
Qualifications:
- Bachelor’s Degree in Civil Engineering or other relevant fields
- Minimum of five (5) years of experience in supervision and construction management of rural road rehabilitation and infrastructure projects
- Experience in ensuring construction quality in accordance with design standards, project cost, and schedule
- Experience with at least two (2) projects funded by Multilateral Development Banks (MDBs)

3. Position:
E & S Compliance Specialist

Location:
Target Provinces, Cambodia
Duties & Responsibilities:
- Conduct regular field visits to all subproject sites during civil works to monitor compliance with approved Environmental and Social Management Plans (ESMPs), Environmental Codes of Conduct, Resettlement Plans (RPs), and Indigenous Peoples Plans (IPPs) where applicable.
- Identify and report any environmental and social non-compliance issues at project sites and provide recommendations for corrective actions to contractors and project teams.
- Monitor and verify the implementation of Contractor’s Environmental Management Plans (CEMPs) and review monthly safeguard compliance reports through field validation and inspections.
- Ensure that project-specific Grievance Redress Mechanisms (GRMs), including worker GRMs, are effectively established, managed, and functioning properly by contractors and relevant stakeholders.
- Coordinate with PMU and PIU safeguard specialists to ensure proper implementation of all agreed environmental and social safeguard instruments and provide regular progress updates.
- Support the preparation of safeguard monitoring reports by collecting and consolidating environmental and social compliance information from subproject sites.
- Monitor the implementation of road safety measures including traffic signs, pavement markings, roadside safety devices, and traffic management systems in accordance with engineering designs.
- Identify road safety risks and recommend practical mitigation measures to reduce accident risks prior to opening roads to traffic.
- Review road layouts and safety audit recommendations to ensure alignment with existing road conditions and propose cost-effective safety improvements.
- Develop and support awareness programs for different road user groups to improve road safety in rural communities, considering the needs of women, children, elderly persons, and persons with disabilities.
- Provide technical advice on safer rural road engineering standards and inclusive accessibility improvements through community consultations.
- Organize and participate in capacity development and community-based road safety training programs for government officers and local communities.
- Conduct quick road inventory and condition surveys to identify potential road safety hazards and climate vulnerable locations along rural roads.
Qualifications:
- Bachelor’s Degree in Environmental Science or other relevant fields
- Additional training in environmental and social safeguard compliance
- Minimum of five (5) years of experience in environmental and social risk management for road and bridge construction projects
- Experience with at least two (2) projects funded by Multilateral Development Banks (MDBs)
- Strong knowledge of international safeguard standards such as AIIB Environmental and Social Standards, World Bank Environmental and Social Standards, ADB Safeguard Policy Statement, or equivalent frameworks
Work History:
- Experience in monitoring environmental and social compliance for infrastructure construction projects
- Experience working on rural road and bridge rehabilitation projects funded by MDBs
- Experience coordinating with contractors, PMUs/PIUs, local authorities, and community stakeholders
- Experience in road safety assessments, audits, and implementation of traffic safety measures
- Experience in grievance handling and stakeholder engagement processes
